Change is inevitable, but managing it effectively is a different challenge altogether. That’s where Donna Dean, Director and Owner of Facilitate Consultancy, comes in. Specialising in helping organisations navigate legislative shifts, service redesign, and operational improvements, Donna’s work is all about driving meaningful transformation.
“We basically deliver change for organisations,” she explains. “That might be due to legislative changes, service improvement, or the need to optimise efficiency and effectiveness.”
A Passion for Change
Donna’s journey into consultancy wasn’t one she saw coming. “It wasn’t exactly on my career advisor’s list,” she jokes. She started her professional life as a youth worker, gradually moving into service change initiatives within children’s services. Over time, her frustration with inefficient processes and poor collaboration across public sector organisations led her to specialise in service improvement.
After years of working within local government, managing digital transformation programmes and overseeing service enhancements, she took the leap into independent consultancy in 2011.

Challenges and Rewards
Like any entrepreneur, Donna faced challenges when starting out—securing that first contract was a major hurdle. “The first piece of work feels like it’s never going to come,” she recalls. “And then once it lands, everything else follows more easily.”
Operating in the public sector presents its own set of difficulties. “It’s a tough market to break into,” she admits. “There’s a lot of regulation around procurement, and it takes time to build trust. Networking and word of mouth are crucial.”
But once established, her niche expertise became a valuable asset. “We’re not just a consultancy that hands over a report and walks away,” Donna explains. “We implement the change. We make it happen.”
Building a Scalable Business
Moving from a solo consultancy to a fully-fledged business was a pivotal moment in Donna’s career. “The challenge is transitioning from being a one-person operation to running a scalable business. Clients often want you to deliver the work, but you need to build a team and trust them to execute your vision.”
Facilitate Consultancy now operates with a network of specialists, allowing Donna to focus on strategy and quality assurance while her team handles the hands-on implementation.
The Road Ahead
Looking forward, Donna is focused on developing a sustainable pipeline of work. “The toughest part is balancing workload. Projects tend to land all at once or not at all, so finding a way to smooth that out is key.”
It’s a challenge many business owners can relate to, and Donna finds comfort in the shared experiences of other entrepreneurs.

Donna is keen to share her experiences with fellow members at Ministry of Work. “I think just talking openly about the realities of running a business can be really valuable. If I can help others feel more confident navigating the uncertainties, that’s a win.”
She also enjoys the mutual support network the space provides. “Sometimes you just need someone to remind you to zoom out. A bad month doesn’t mean a bad year.”
Life Outside Work
When she’s not driving transformation in organisations, Donna’s life revolves around her two children, her social circle, and staying active. “I love my group PT sessions,” she says. “The smaller class size means you actually get to know people, which I really enjoy.”

When asked about the best advice she’s ever received, Donna doesn’t hesitate. “Unless you try, you’ll never know,” she says. “Pushing your comfort zone is essential for growth, even if it comes with a bit of anxiety. The key is just to go for it.”
